.ics is iCal / vCal format.

Apparently, everytime I try to export using my Notes 8, the file I get is empty.

Export works when I try the tool that is created at http://www.lndcentral.com/article.php/20060503111031179

That successfully creates a iCal file. The only issue is that you need to create a "iCalendar" folder in your Notes data directory. Some other gotchas that prevent you from importing the iCal file into other programs is if the file has any weird line breaks or unexpected chars.

Best way is to run a iCal validator on the exported iCal file. A good one is located at http://severinghaus.org/projects/icv/
